The Spanish Government's Scheme to develop the agriultar-

al resources of the Island of Fernando Po by utilising Chinese contract labour has been reported to His Majesty'a Legation in my Telegram No.25, of November 29, 1928, and my

Despatch No.20, General Series, of December 6, 1928.

(see, also, Telegram No.13, of December 5, 1928, from

Els Majesty's Legation).

The present position is that matters are at a standstill

owing to inability to obtain the use of a suitable vessel for

the conveyance of the labourers, the efforts being made in

Japan to charter a Japanese vessel having, so far, proved

unsuccessful.

The matter will form the subject of a further report.
